Yes, print the form again and webform ircc if you know the temporary file number or the number itself
I did and the heading of their reply says SUSPICIOUS MESSAGE..... They said they'll get back to me if they have the information I'm requesting for.
They must first thank you for contacting Canadian high commissions Visa office in Accra, Ghana and tell you they will get back to you and give you instructions about the covid which is an automatic response .....that is when you email the direct email address (ACCRAIMMIGRATION@international.gc.ca) and also when you contact them via webform, it goes to the general IRCC webform-email pool and a representative will forward it to the particular visa office in charge of your file....On webform, you can't can't contact the particular visa office in charge of your file directly unless, that office has asked of additional document or question and they will create a specific email directly channeled to your file in that office and that's when your webform can go directly to the visa office....other than that, all webforms, enters into the webform email pool and a representative will have to send it to the particular visa office in charge of your file.....Each visa office have their general email they check on once a while depending on their work load.....be mindful, they can't respond to every email from across the west Africa region....
Accra visa office is in charge of files from Ghana, Nigeria, Sierra Leon, the Gambia and others so you see is not easy responding to all emails

Hi, PA's file is in India. on Online tool we can see status decision made. But we did not receive any email and CIC account still shows "Backup ground check is in progress". its been more than 2 days. We have called CIC, they said you need to check with local visa office. Local visa office is not responding. I am worried. Has anyone faced this situation?

Just wait some - two days is nothing in IRCC time. Online tool will likely say background check in progress for some time yet, even after visa issued.

Would you mind explaining how will it be an issue? And I do not have a temp file number. Can i do it with UCI? Also, will they provide me with a temp file number in such a scenario? I am worried they might return the whole application just for this one signature issue on IMM5476. Specially when this form, in essence, doesn't even apply to us

No.....As for Canadian immigration, you can apply as many as you want provided you meet the requirements
No....IMM5476 use of representative is an optional section so no worries at all. Just wait for a while ones they start uploading your file into the system if you did paper application....so keep calling the call center and ask them if there is any update on your file by providing them with your name, UCI and date of birth and see if they've started working on your file with a temporary file number which starts with XF0000**** or XG0000 etc...Everybody must have a temporally file number because at this point, all documents submitted are checked to and analyze to see if they are in order, signatures have been appended, fees are paid, NOA is added etc and if the document checklist is complete which is the initial stage, then they will deem your document as complete and it's assigned AOR(acknowledgement of receipt) and the original file number is given to you like this....They will only remove the first XF000226688(temporary file number) and it becomes like this F000226688(Original file or application number)....Everybody is assigned a temporary file number at the initial stage where every officer or representative can see what you've provided so when it gets finished, you can call and ask them to add or submit your Use of representative or at any stage so don't be troubled about it at all....You can send it anytime.....
And mind you, the use of representative just gives you access to the PA's file number on her/his behalf but all responses are addressed in the PA's name anyways....At times, use of representative is of no use.....
It becomes useful when you use the services of a consultant or a lawyer to stand in on your behalf when you don't know much about the technicalities and rules of engagement in IRCC, other than that, the PA will still be communicated to by IRCC anyways.....So, wait on here and relax your muscles....send it anytime you want and they will still add it.....
It is an optional file that's while it is always at the bottom!! Hope you good now?

What do you mean by ongoing? If she's in the process of obtaining PR then I believe she can't have more than one PR application. But if she just has an EE profile and was not invited to apply yet, then that should be okay.
