Some CEC people are being forced to leave right now because their work permits are getting expired and there is no way to extend them so they will become outland.
I am a CEC, I have BOWP applied and I will switch to maintained status in december next year if the push came to shove.

Also, IRCC focused on inland only the whole of 2021 but businesses are still crying that there are not enough workers and I don't think the reason is as simple as Canadians are not willing to work on lower wages.
Yes. They will become CEC outland. Boohoo they will have to wait 10 months instead of 6 after the next megadraw.

BOWP can be extended past their original validity if the PR application is still in progress for whatever reason. They say it is done on a case-by-case basis, but most CEC folks that have needed to maintain working status in the event of lengthy PR processing have been granted a second BOWP. Hell, there is a directive where IRCC can issue a 2 year BOWP instead of for 1 year, specifically to avoid having applicants make repeated BOWP applications.

Isn't the point of CEC draws is that most of them are already in Canada and still they are being forced to leave now because CEC draws are not happening and they don't have ITA and they cannot apply for BOWP.

My point is these CEC's do not have an application in progress because of no CEC draws so they cannot apply for BOWP or any other work permit to stay back and continue working.

Depends on what their prior permit was though. If it was a Closed Work Permit, then that is between them and their employer to decide if they will renew it (and if a fresh LMIA is needed)
If they were on an Open Work Permit (not a BOWP) then they can renew that assuming they continue to meet that Eligibility.
The other option is to revert back to a Visitor. They have options to remain here legally. Them going home isn’t the automatic option, in absence of any CEC draws.

They can leave indeed and apply as CEC from outside when draws open.

The housing mandate. There are some good things in there. Hopefully it comes true. Like banning foreign investors, taxing flippers who sell after having the house for less than 12 months, increase densification and inclusionary zoning.

A summary of Canada’s new immigration priorities
The new immigration mandate letter reveals priorities such as:

  • Application processing: Trudeau calls on Fraser to “Reduce application processing times, including to address delays that have been impacted by COVID-19.”
  • Express Entry: Create more permanent residence pathways via Express Entry for international students and temporary foreign workers.
  • Family reunification: Introduce electronic applications for family reunification and implementing a program to provide temporary residence to spouses and children abroad while they await the processing of their permanent residence applications.
  • Create a new Municipal Nominee Program: The purpose of the MNP is to help promote a broader distribution of immigration across Canada. It was initially outlined as a priority following the 2019 election but has been delayed due to the pandemic. In addition, Fraser is to also ensure immigration better supports small- and medium-sized communities.
  • Waiving Canadian citizenship application fees: This was also identified by Trudeau as a priority following the 2019 election but has been another deliverable delayed by the pandemic.
  • Establish a Trusted Employer system: Fraser is being asked to work with the Employment Minister to establish a Trusted Employer system for Canadian companies hiring temporary foreign workers. In addition, he is being asked to improve the Global Talent Stream of the Temporary Foreign Worker Program (TFWP) by simplifying work permit renewals, upholding the two-week processing standard, and establishing an employer hotline.
  • Undocumented workers: Build on existing pilot programs to identify how to regularize status for undocumented workers in Canada.
  • Francophone immigration: Continue to work with Quebec to support French-language knowledge of immigrants in Quebec and also continue to promote the national Francophone immigration strategy.
  • Afghan refugees: Fulfill Canada’s goal to resettle 40,000 Afghan refugees.
