Thank you for you reply.
So far, I didn't mean to say you are wrong. I am honestly request you to share your opinion.
In your reference, which is the part of IRCC official website, says "we're temporarily: suspending processing of some applications". Does that means we are one of the "some applications"? If it does, then why are the applicants like @sangar_si said could get the visa and they become "other applications"?
I am totally confused. Lol
because they applied well before the 18 Mar border closure

they submitted their application well before the border closure (Jan is also before Mar), and waited several months, why no?
I assume the question from Valaro is that, if the guy who got visa approval as mentioned before gets his study permit is because he submitted his application before the closure of the boarder (18 Mar). Then why there are lots of people who applied in Jan are still waiting if IRCC has actually started its processing?

Because the guy submitted before those people in Jan, i guess? Besides, the facilities for medical exam and bio collection are all different and have different operation hours and speed at handling applications across the globe, if IRCC doesn't receive theses info, I think they will process the next guy on the list instead of waiting then.

I see. And the status of the applicants can be different from case to case, which may also impact the processing time of different cases.
But anyway, I assume it indicates that IRCC guys are processing applications but not at a full capacity level.

as far as i know, not a single permit has been issued if application was lodged after 18 mar, you either get 'wait' or 'refused'.
I have known from my school agent that few Students' application has resumed and gotten approval this past weeks. The information were disseminated while they were updating each students visa status. I believe processing has resume but slower than before the pandemic

Maybe. But if the guy who submitted before Jan, that means the processing time will be reached almost 5 months.
I agree with you about the view of handling application across the globe will cause varies speed.

That is a great news! Congratulation!
Do you know that in which categories your students had lodged? Through SDS? Post-secondary scheme? or EAPP?
The processing time slower than before can be ascertained.

Oi, do your own research, then mock others. Others sources such as CIC news asw as cic.gc.ca quote the IRCC saying

We can confirm that information was incorrectly posted to the department’s website and once detected, was immediately removed. We apologize for any inconvenience this may have caused.

The temporary suspension on processing of visitor visa applications for those not eligible to travel to Canada due to the current travel restrictions remains in place. ‎This suspension also applies to eTA applications ‎that cannot be automatically processed by the system, for example in cases where applicants may need to provide more information.

We continue to process visitor visa applications, as well as eTA applications, submitted online for those who can prove they are eligible to travel to Canada at this time.

We are also processing all study permit and permit applications submitted online, as well as permanent resident applications, to the extent possible. No application in progress will be closed or refused as a result of ongoing service disruptions related to COVID-19. Applicants are being given more time to complete these steps, including giving biometrics. In most cases, the conditions in the country the applicant is living in will determine when they will be able to, for instance, provide biometrics or undergo a medical exam. Some visa application centres (VACs) and offices of panel physicians have already re-opened.

Research. Read. Then give your opinions.
Once again, The IRCC gave this information to a news website (CIC News) on June 9th, when the suspension was renewed
