Probably a variety of reasons. I think partially it's because some staff have been re-assigned to the covid effort. Also, I think they're limiting the number of people entering the country atm. Just one less thing to address when dealing with covid. That's not to say they won't have people coming into the country. They're just delaying it a bit. I wouldn't worry too much. Just wait.
As the AORs are being delayed so much, I expect the whole process from start to finish (incl Biometrics) to easily take 8+ months.
Do you guys think that it would be a good idea to apply for spouse's TRV. (Visitor Visa), once they start processing them again, as it is going to be a long time before our spouses can visit us in Canada.

Great for your company. But your company is not government.
There are strict requirements for access to personal data that limits capacity to work from home (your personal info can't just be taken to someone's home); offices are in many jurisdictions (including foreign countries), some of which are more closed than others; IRCC is not the only agency involved and hence bottlenecks can be elsewhere (including foreign partners); lots of agencies are dealing with other unusual emergency situations (like arranging travel to Canada for citizens and emergency consular matters).
Perhaps it's 'naive' to think it's all so easy.
You are right but why only spousal applications are being on hold while rest of other programmes are running even if at slow pace. There has been zero movement from past 3 minths except for few lucky ones. We all understand the situatiin, but i feel only spousal applications are kept aside. As if only spouses will bring corona virus to canada, neither workers nor students would bring any sort of infection. This is ridiculous. When eest of the offices are working, why not ours?

Your estimates are in the same ballpark as mine. I figure around seven months.
they have to write something, so this is a standard dumb answer. we work with earlier cases (it was always and before coronovirus too)
It`s standart-answer coz in jan people (PA of dec) wrote to IRCC - asked why somebody haven`t aor. they answer that they work with nov`s cases. this answer makes no sense (about " before Feb 12" ). you can search at forum same letters before covid (it`s standart text if they hadn`t info)
*and by the way, many December applicants already had AOR in Jan. but they lies and said that they work with november`s files

Same boat as you. Early Jan applicant with SA, bio and med done March 20 before everything locked down and file hasn't been transfered to VO nor background check started.. hopefully things start opening up and our applications can resume.
