Parents Sponsorship In Quebec

I have moved from Ottawa to Quebec on May 2018. I want to sponsor my parents to come to Canada and get their pr.
I have few questions that I am confused about.

1: If I just moved to Quebec, does the sponsorship goes under Ontario assessment or Quebec?
2: Can I sponsor them to live in Ontario?
3: If my income doesn't exactly meet Quebec minimum income requirement, can I still sponsor them? I make $6,000.00 grands less. If I make money from other external sources like renting a property or something.. does this count towards my salary?
4: How long does the sponsorship processing time take in Quebec? Is it different from Ontario?
5: Does the same lottery system apply to Quebec and Ontario? Does Quebec have a different application system?
6: Myself, my two parents, and two dependents siblings age(11 yrs and 20 yrs), what should be the minimum income requirement if i were to apply from Quebec? I am kinda confused with this.

1. You should be able to sponsor them under the Quebec assessment.
2. They can live wherever they want to.
3. Your income MUST meet the minimums. Property income can be included provided you declare that income in your taxes.
4. Same. It's a federal system.
5. It's a federal system. There is no provincial system. There is no more lottery effective next year - it's changing back to first in.
6. You need to meet income requirements for 5 people (this assumes you have no spouse/partner and no children).

3. Look at your NOA for 2017 for now. We will need to wait for more details for 2019 PGP to come out. (Since they take application early in the year with the first come first serve base, you may not be able to use 2018 income. But we need to wait and see.)
5. They just announced that they are changing lottery back to first come first serve up to 20,000 interest to apply submitted online.
6. Assuming you have no spouse or child, that's family size of 5.

My sister is a Canadian PhD student in Ontario. Can she co-sign my application to sponsor my family? Can she assist me with her stipend? Can we do that? with her stipend and my salary we will reach the required income and we will exceed it as well. She receives a T4 form for her PhD scholarship.

No. Only spouse can co-sign.

In my opinion, you would still be able to show your NOA for 2018 because you would still have to submit an online interest sponsor form but the only difference from last year is that instead of choosing randomly, it will be in a first come first serve base.

Did you read the guide?
The listed numbers here are already LICO + 30%. Did you meet these (or at least last year if you are from Quebec)

You need to wait and she what the requirements will be for next year. If you are making rental income you should be declaring it already.

So for Quebec only one year of financial capacity will suffice ?
And the fact that the sponsorship application goes through the federal government's website (which for non-Quebec candidates requires 3 years of financial capacity) does not override that?

Hello there I had a question - for the minimum income requirement if we are short of money can we show our savings ? Or work in cash and put the money in the bank does it count ? Or we only have to show our income coming from our job ?

Income should be must be earned and declared as Income when you file for personal taxes.

Just showing money saved in a bank account is not eligible to be used for parents sponsorship
