Regarding the correlation b/w MEP and change of UCI No, read the following quote:

"In Express Entry, applicants are required to submit a complete electronic application for permanent residence (e-APR) within 60 calendar days of being issued an invitation to apply (ITA). The application and all supporting documents must be submitted electronically through the applicant’s online account.

Applications are assessed for completeness up front. An application found to be incomplete should be rejected as per section 10 of the Immigration and Refugee Protection Regulations, and all fees associated with the application should be refunded to the applicant.

The Express Entry six-month processing standard begins when an application is assessed as complete and is promoted in the Global Case Management System (GCMS). It ends when Immigration, Refugees and Citizenship Canada (IRCC) makes a final decision on the application."


From the above text, i believe there is a correlation b/w R10 and change of UCI no. After reviewing the documents submitted, if the application is complete, then the visa officer clears the R10 and promotes the application to GCMS, leading to change of UCI no.

Hi all,
After getting our 600 points from BC PNP Express Entry, we applied for Federal Express entry on Dec 5 with overall score of around 1010. Today we got a message in our IRCC inbox. It says
Final decision Your application was cancelled because it was incomplete. Check your messages below for details.
When I click on the help icon (?),however, it says

If you see that your application was cancelled, it means that before we made a final decision, we:

  • made a mistake and had to recreate your application
  • found that you do not need the status/document you applied for.

If you think we should not have cancelled your application, let us know by using the IRCC webform.

On the other hand, the inbox has that a pdf in it that says:

We have determined that your application does not meet the requirements of a complete application as described in sections 10 and 12.01 of the Immigration and Refugee Protection Regulations. Your application is rejected for being incomplete. Specifically, your application does not include the following elements: - Police Certificate: o The Police certificate from .......(my wife's home country)........was not provided. This document is required based on address/background history from 2008/12/05 to 2016/02/06. It appears you resided six months or more in a row in that country. NOTE: You did not provide a letter of explanation and proof of submission for this Police Certificate. Police certificates need to be a scan of the original police certificate(s) in colour. Certified true copies and unauthorized copies are unacceptable and will result in the application being rejected as incomplete.

This is very weird because we uploaded our police certificate. The date (2008/12/05 to 2016/02/06) is also strange because my wife came to Canada 3 years ago and she has gone back to her home country only one time for one month(last summer).
Does anyone has any idea what the messages mean and what we should do?

PCC should normally be issues after the last time you visited that place. So does her visit during last summer is covered in PCC?
This is the most common reason for rejection. You can always reapply with the correct document but you will need to wait for a fresh ITA.

Please recheck the address history of your spouse if it corresponds with the dates covered in PCC. If they are covered, you must write to IRCC.

Hey, just called the IRCC Client phone to enquire my application status, hope to get some advice from you guys

AOR Nov-28th, 2018 (Almost December 2018)
ME PASS Jan-4th, 2019
IP 1 Jan-4th. 2019
IP 2 Jan-10th, 2019
Process Office: Ottawa
CEC-Inland, complete Canadian education background and Canadian working history

IRCC Call center told me,
ME PASS,
Security check not start,
Criminal Check Pass,
Eligibility wait for finalized (in process)


Any ideas? I believe we need to pass eligibility first and next is criminal and security check.
Did you talk to a person or was this the automated system? How did you get a person on the line to tell you info about it that's not available in the EE portal?

I'm not sure that's accurate. I haven't seen anything indicating that some exchange rate is "locked in" on AOR. We have to have $X CAD all the way up until landing. Canada only cares about CAD, not USD or INR or anything else.

If the minimum you require and declare is $20,000 for example, that's $20,000 CAD. They expect you to maintain access to the liquid equivalent of $20k CAD. If the INR exchange rate goes down and it's only worth $15,000, you would not be in compliance, because they want to know that on the day you land in Canada, you can exchange whatever you have for the $20k.

I just used $20k as an example since it's easier to type rather than their minimums.

Yes probably IP1, and I don't know about time frame. That's why I was asking that other person about CIC speaking to them on the phone.

the number starting with CAN## is a temporary UCI number which is assigned once you submit your application. If they changed from CAN## TO DIGITS then it means they have started your background check or initial processing.
That means its good thing

90 days was a good time frame to call for US residents few months back as the processing time for US residents was likely <90 days. Things have changed a lot and I would say call or order GCMS notes around 110 day mark. If you're lucky you may have PPR before that else that would be a good point to check in with IRCC.
