You're the principal applicant. You can contact CIC. Don't come here saying you're anxious and then say that you're too busy to do anything about it
Canadian privacy laws mean that three people can contact CIC about your situation: (1) you, (2) your agent, and (3) the sponsor, your father.
If you are unhappy with what your agent has told you, then you have the obligation to do a Google search for CIC's Ottawa number, do the math on the time zone difference, and call CIC early in the morning in Ottawa. There are a number of threads on this forum that detail even the numbers you should press to get through the automated telephone number system.
If your counterfoil and COPR expire before you have them, you have abandoned your PR. You need to contact CIC and tell them you have not received your passports yet. They may arrange to allow you to visit a more local visa office - where your passports should have been sent the first time - and potentially have the counterfoil re-issued.
