Yeah, so the answer is "if your COPR and counterfoil expire before you have them, you have to contact CIC."
Why? Because you need to see if they will re-issue a COPR and counterfoil, and if they will, you need to pick a visa office that's at least in your own country.
Your father is sponsoring you but too busy to call CIC. Your representative screwed up and told you to send the passports to Ottawa instead of your local visa office.
The only answers you'll get here are that some people have had this happen, and they had to call CIC to see if they could get the COPR or the counterfoil reissued.
