When did you submit your passport to Ottawa and why did you submit it there if you’re not in Canada or the US??
Yeah, this is a good question. If your COPR or counterfoil is expired you definitely have an issue. Contact CIC and ask them. No one here can really help you!
My father resides in Canada so I guess that’s why we sent our passports there.

....then have your father contact them? You can attempt to raise a case-specific inquiry online or you can call them on the telephone. The internet has their telephone number.
I don’t have the time to talk to my father because he’s always busy. The immigration consultant in his company said they will email ircc regarding our situation.
Did you send a Canada post xpresspost envelope along with your passport?? If not, most likely your passport has already been returned via regular mail.

Canadian privacy laws mean that three people can contact CIC about your situation: (1) you, (2) your agent, and (3) the sponsor, your father.

If you are unhappy with what your agent has told you, then you have the obligation to do a Google search for CIC's Ottawa number, do the math on the time zone difference, and call CIC early in the morning in Ottawa. There are a number of threads on this forum that detail even the numbers you should press to get through the automated telephone number system.
If your counterfoil and COPR expire before you have them, you have abandoned your PR. You need to contact CIC and tell them you have not received your passports yet. They may arrange to allow you to visit a more local visa office - where your passports should have been sent the first time - and potentially have the counterfoil re-issued.
Ok so if the tracker was activated it means your passport has left IRCC and you should be dealing with Canada post instead.

I'm frustrated because you came here, asked a question, I gave you an answer ("call CIC!") and you said "My father is too busy to do that" and then acted like you expected a forum of volunteers to solve your problem.
