I have noticed one thing, most of may, june and july applicants visa office is ottawa. Is that the reason for delay? I guess they havent transferred files to local office because of which most of us are stuck at ip1. I called twice and got same reply as most of people over here as background not strated and rest looks good, you are within six months timeline etc......
I don't see any reasons based on VO for delay.. It's your own circumstances that contribute to delays.. I'm LIKE admit it your profile is not as strong as it seems to you... :p

I partially agree to this as I have seen people with really simple application without any travel history or other complications but still sticker for months. It mostly depends on visa officer and how well they are able to complete applications on time.

Called IRCC last night to check if there was any progress after my GCMS notes generate date 07/08/2018. A nice lady agent asked me whether I got the notes or not (perhaps she can see I've ordered one). I said yes got it and it says recommended passed on 18th July and was generated on 07th August. She replied OK then let me check if there is any progress after that day or not. She put me on hold and after few minutes got the following response-

"I want to be as transparent as I can with you; unfortunately there was no activity on your file since the day your GCMS notes was generated, no officer has worked on your file so I have no update for you. As your six months will be completed on December, we hope to conclude your file before that."

Have seen more people ordering GCMS notes these days even withing 90 days of AOR. I get it that it’s an applicant’s right but eventually it adds more work load for the officers. This may be one of the reasons for slow down.

officers dont generate gcms notes. its an automated job which just generates a pdf of all gcms activties and notes when you order them.

GCMS note is the best way to know what Case analyst has written about your file. It is actually very useful tool to know whether or not the Case analyst happy with your file or he has any concern. It has been proven as blessings for many applicants because they came to know exactly what was lacking in their files and took action immediately by providing more evidence and explanation which saved their file from potential straight rejection. Call center agent can never see your file and tell exactly what happening other than the status update such as "Recommended passed" or "Review Required". Thus it is highly recommended that applicant should order their 1st set of GCMS notes after 45-60 days from AOR.
GCMS notes will never stop your file, actually it is proven in many instance that GCMS notes pushed the file forward.

I know that officers don’t generate it but they have to review the notes before it’s sent to the candidate.

I am aware of and agree with all the details GCMS notes comes with, still I believe people shouldn’t order it atleast before 90 days of AOR. Few cases of file being processed after ordering notes doesn’t mean everyone’s file is stuck and will be processed only after ordering notes.
I have seen some people ordering 2-3 sets on an interval of 30 days and yet no progress at all, may be ordering too many sets also has it’s side effects.
