No, they don´t return. Try to call again. It happened to me a couple times, sometimes I had to try calling 3 times or more in a row. Someone will eventually pick up the call.submitted on November 3rd. Application hasn't moved from "Submmitted" till today. Called OINP today as it crossed the normal 60 days processing time. but no one answered. Left a voice mail

Can it be the case that the people who still are in submitted stage are in Procedural Fairness stage??No, they don´t return. Try to call again. It happened to me a couple times, sometimes I had to try calling 3 times or more in a row. Someone will eventually pick up the call.
Also, try to avoid calling them during lunchtime (noon to 1pm Ottawa time).
Looking forward to know if they´ll give you any hints about applications not assessed for 60+ days. Mine is also submitted since november 15.
No. PFL is only issued after assessment is done. The usual trend is that you may be required an ADR before assessment, to have any missing documents issued. In this case, you´re given the same 14 day deadline to issue any missing documents. Keep an eye in your e-mail account, even the spam box. ADRs are always issued by e-mail, never displayed in OINP portal. The status should change to "Awaiting Information", but that doesn´t always happen. One person in a Whatsapp group reported that his spouse´s file got withdrawn because they had received ADR but they haven´t looked their e-mail inbox properly, while their OINP status hasn´t changed. So it´s a good idea to ping them by phone or e-mail at least once a week, just to be sure.Is calling OINP the only option? Shouldn't I see a potential ADR's after I log on to the OINP portal?
