long journeyWe had a serious delay after our application moved into the final stage. Below is the timeline. After this long wait, we just received the request for Visa photos this week!!
2020-03-27: Files sent to CIO in Sydney NS
2020-04-14: Files delivered and signed for at CIO, Sydeny NS
2022-12-01 : Email received from IRCC. Application Number & UCI linked to GC Online Account. Request for Biometrics Fee. Timeline estimate listed as September 2022 with a note saying our application is taking longer to process than usual.
2022-12-02: Biometrics fee paid
2023-03-12: Invitation for Pre-arrival Services
2023-03-23: Request Letters for Biometrics, Medical, and Background update
2023-09-25: Latest Update: Final Decision Pending
2024-12-20: Emailed PMs requesting they look into this delay. Had sent several IRCC inquires with no helpful response. PM responded and said our application had actually been approved back in September 2023, but there had been a glitch and we were never notified.
2024-12-27: IRCC moved application back into Processing and requested updated Schedule A and Travel HIstory Forms. Sent them the same day.
2025-01-03: Application moved back into Final Decision Pending
2025-01-06: Request for photos for Visa

As you know, my application has been under proccesing for quite some time, and I have already submitted all required documents after last ADR (5 months ago and after JR), including IELTS and other requested docs.
Recently, I re-review officers note , which has been sent to the Federal Court and I noticed that
Although his main objection was about my English language , he also mentioned somewhere:
"....Information provided in Schedule 6A - Intended Occupation section is lacking in the concrete details pertaining to Pa's specitlc activities that I would reasonably expect from an applicant with the intention and ability to be self¬ employed in Canada...."
Given this context, I would like your professional opinion on whether submitting my updated business plan via a webform at this stage would be beneficial or if it might complicate matters. Do you believe it would support my case, or is it better to wait for further developments?

Hi, if it's in the process of an appeal with FC, then new evidence would probably not be allowed? as the court only assess whether the decision is reasonable, not whether applicant meet the requirements.
Base on the wording from the officer, it seems that the self employment plan you provided in the Sch 6A was not convincing. The intent and ability to be self employed in Canada is a mandatory requirement to be eligible to be a member in this program. if you can't convince officer that you want, can and will be self employed in Canada, you will not be considered a self employed person in immigration context and the application will be refused without the calculation of the points.
So, if it is permissible, a well rounded self employment plan will help a lot. especially, it is mentioned in the notes as one of the concerns leading to the refusal.

I apologize for not explaining things clearly earlier. I received a settlement offer last year, after which my application was transferred to another officer.
About six months later, I received an ADR letter requesting that I submit police certificates, background forms, and my language certificate within a month. I submitted my IELTS and the other required forms on time (August 10).
Last year, the court had called for the officer’s note, but I didn’t read it carefully until today.
This is why I realized it would be a good idea to submit the business plan I had previously completed via the webform now.
Considering the previous officer’s note, and the fact that I did not submit my business plan at the time of the initial application (because it was not on the checklist), I would be very grateful for your opinion.
