Whether she is allowed into Canada and for how long is always up to CBSA. Make sure she has a return ticket and doesn't look like she's moving to Canada with you and you should be fine.

Who will take her back to her home country after to make sure she is safe?
You are married to your Canadian wife and should be safe to travel here to reunite with her.

Agree that it's up to CBSA to let her in or not and how long will she allowed to stay.

Better to purchase return ticket and have an itinerary to show what she plans to do during her visit (couple of weeks?)

I must live in an alternate universe. I was a minor and took flights on my own. As long as someone dropped me off and picked me up on the other side it was no big deal. I think I even organized a shuttle when I was older. The mostly solo backpacking trip in Africa came with more strict instructions from my mother that I must email once a week or warn her if I would be MIA for longer. My parents clearly don’t love me:)

i think as long as your mom can show enough proof that she has ties to her current country with reason to return then there shouldn't be a problem.
