Whether she is allowed into Canada and for how long is always up to CBSA. Make sure she has a return ticket and doesn't look like she's moving to Canada with you and you should be fine.

I must live in an alternate universe. I was a minor and took flights on my own. As long as someone dropped me off and picked me up on the other side it was no big deal. I think I even organized a shuttle when I was older. The mostly solo backpacking trip in Africa came with more strict instructions from my mother that I must email once a week or warn her if I would be MIA for longer. My parents clearly don’t love me
