Hi! I see the same for my application in the tracker. I have got a final decision and P1 email, and I see COPR details in the tracker for both me and my dependent. It looks like all the necessary checks were done. So for me both Background and Eligibility have "Completed" status and for my spouse Background is "Completed" and Eligibility is "Not Started"
This is exactly my case. I guess the “eligibility” part is only for main applicants, I also have minor dependents and for them Background hasn’t started, I guess it is because it is not applicable for them as well. We shall see.

I got P2 on Sep 10th, no eCOPR yet. I don’t understand what’s causing the delay? I mean it’s a month now and it’s getting frustrating.

I am not sure about the security screening but the agent mentioned that eligibility and Criminality is completed and info sharing in progress . And in the tracker today I see the eligibility for me is showing completed .
Tracker didn't work for me when my application was in process, so I don't know how Background and Eligibility change there over the time. I thought both statuses got changed at the same time or in a short timeframe when they send application to final decision. At least it's how it was for my application, I believe.

What I'm saying is for me, based on the statuses in the tracker, the spouse was never checked for Eligibility (probably because IRCC doesn't have any mandatory criteria for dependents) even though I claimed points for all 3 categories (language, education and work experience in Canada) related to spouses and we provide a lot of other spouse-related documents.

I'm in the same situation as you. I received my P2 on September 12. I sent an email and submitted a web form, but I haven’t heard anything back yet.

BIL: July 29
Biometric Submitted & Approved: July 30
Medical Passed: July 30
Criminality - Passed
Info Sharing - Completed
Eligibility : Recommended Pass
Security: Not started

Hopefully the security will be done soon. :)

Final Decision: (on GC Key) October 9, 2024 Your application is in progress. We will send you a message once the final decision has been made.

How will we receive the eCoPR? Will it be sent as an email with a document attached like the P1 email, or will it be an email with a document in GCKey like Biometric Instructions Letter, or through an email directing us to the PR process portal?

So, in Background checking there's 3 steps: Criminality, Info Sharing and Security screening. Security screening is the most important step as it is where cbsa could step in. Once the Eligibility completed, it will kick start Security screening. If your Background checking is complete, that means you already passed the eligibility stage. So this means whatever on your tracker is probably a glitch. Don't fret.
