I am in the same situation like yours. Only my work visa is expiring on 30 Sept 2024. I understand that I will loose 10 points after Sept if I don't receive NOI before that.
1. DOES that will also mean that I won't be eligible for this stream?
2. If Yes, then how are those people eligible who receive OINP job offers outside Canada before getting work permits?

Any suggestions would be appreciated.
1. For foreign worker, you are still eligible but lose 10 points.
2. Once nominated, you can get work support letter to apply for PR and work permit at the same time.

On second point, once nominated means after NOI or After ITA with 600 points.

This thread is for OINP - FWS Job offer. It is a non EE stream so nothing to do with 600 points nor do you need a job offer. What OINP program are you eligible for? For job offer,

If the employment position is approved
If your application is successful:

  • you will receive an employment position approval letter
  • the applicant (nominee) will receive a nomination approval letter, a work permit support letter and a nomination certificate by email.
The nominee will then apply for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC) within six months.

The nominee may use the work permit support letter to apply for a work permit from IRCC while their application for permanent residence is being processed. Note that you will need to use IRCC’s Employer Portal and pay an employer compliance fee for the nominee to apply for a work permit with their work permit support letter.

I think you are getting it wrong, you only get 600 points if you have an express entry profile and you receive a notification of interest from Ontario through the human capital priorities stream. for the OINP foreign worker job offer who apply directly to OINP for nomination only get a nomination certificate after final approval ....and apply directly for permanent residence, 600 points not needed. so there are 2 ways for nominating foreign worker. anyone please feel free to correct me if there is an error in my explanation.

Step 2 - Once there is draw they will send you NOI (Notice of Interest) - You'll get NOI if there's a draw that includes your NOC and you make enough points to be invited.
Step 3 - Once you get NOI, then you submit your application with all the documents. - Yes. For this stream, you have 14 days to submit your documents.
Step 4 - Next step is assessment where they will assess your documents. - Correct
Step 5 - Once assessment is done, then you get status as DIP ( Decision in Process) - Correct, unless they ask for additional documents (ADR). They normally ask for this before DIP, but I've seen people getting ADR even after DIP.
Step 6 - Last step is the nomination is where you get 600 points for EE. - No. This stream is a non-express entry stream. You apply directly for PR in the PR Portal. Your EE profile won't mean anything in this process.

Not op but as I understand and have similar question -

Is there a possibility of extension of current work permit if nominated Foreign worker Employer Job offer steam in OINP(No-express entry) while being in Canada within any stage of the whole process while wait for final decision and eventual PR?

I think work permit support letter comes with your nomination certificate / final approval email from OINP but you can only renew your original work permit with the support letter. That means if you have open work permit now you can only renew it as open or if you currently have a closed work permit you will only be able to renew and get a closed work permit. BOWP is after you have applied for PR and you have received an acknowledgment of receipt AOR from IRCC.

Once you get the Ontario nomination letter, your employer can apply for a closed work permit. If your employer doesn't want to apply for a closed work permit, you'll have to apply for a BOWP.

After you get the Ontario nomination letter, you submit your permanent residency application in the PR portal. Once your documents are reviewed, they will send you a AOR (acknowledgement of receipt) and with that you can apply for a BOWP. The AOR usually takes around 3 months after you've submitted the PR application. To be able to apply for BOWP, you're status as a worker must still be valid. If your work permit expires before you get AOR, you'll loose your status and you must notify IRCC/OINP to withdraw your application.

Holder of an open work permit would prefer the same so only option is to do BOWP or can we extend at OINP level as long as it is approved? Don't want to be in closed wp setting.

Lastly, what if applicant still have valid visitor status before AOR? Still need to withdraw application. (Doesn't make sense to follow through the whole process just to get back off, seems like wasted effort and time at both ends. BUT common sense hardly present with ircc LOL)

I have been working in BC as a semi skilled (kitchen) for a year and half now but I still don't meet the points for PNP. My employer has now offered me a LMIA for the skilled job on the same field but I am confused whether to accept it or ask him to extend LMIA on the same previous one. The reason for my confusion is work experience . So If I change to skilled one all my working experience in Canada as a semi skilled won't be counted for PR thing and eventually I will have less points again but if I keep working on semi skilled I won't have access to express entry.

So I am looking for a genuine respond as the immigrations rules are changing time and again. which risk could be worth taking??

Nothing to do with OINP. Ask under BC PNP

My process is currently at "nomination received" but haven't been able to submit my PR application because of some delays getting the police records from my home country.

I've read and asked so many times in this forum so my answers are based on what I've learned here: you must have a valid work permit to be able to apply for a BOWP. If you loose your permit (and your job) before you finalize the whole process, you have to withdraw your application. That's kind of the trick of the Employer Job Offer : Foreign Worker Stream.

In my case, my work permit expires in April 2025, so I still have 9 months to submit my PR application, get AOR, and apply for BOWP. I was part of the lucky ones that got their work permit extended for 18 months last year. If it weren't for that, I would probably be somewhere else.

I had a coworker who applied for this stream, but her nomination took too long and it wasn't approved before her WP expired. She had to quit the job and withdraw the application. She's now on visitor record and searching for options to stay in Canada (like a job that would sponsor her on LMIA, which are not easy to find).

Okay, have a year left on OWP and just submitted EOI @ 65 score and yet to receive invite. Based on you experience/knowledge so far do you think would be good for time or would be on the edge of the IRCC sword(since ircc like to slay anyone these days lol)
