I wonder what the conservatives would do to the immigration targets.
Most likely nothing.

Remember the Canadian adage : Make a lot of noise but do nothing.

They will keep them the same? People these days seem to be against immigration.
The first law of Canada is "To make a hell lot of noise. Doing something is optional.".

When in doubt consult first law.

Canada new immigration plan is out : https://www.cicnews.com/2023/11/canada-immigration-levels-plan-2024-2026-1140114.html#gs.7q9h33

Immigration goes up from 465K to 500K by 2025. In 2024 it stays same.

EE and PNP are up
PGP is up
Refugee and Humanitarian down
They basically maintained the levels estimated in last year’s plan for 2024-2025, without increasing it, then maintained at 2025 level for 2026. If they don’t reduce students, it will be crazy. 2 mi students a year with 500k available PR a year total.

I believe at some point of time, Study Permit -> PR route will become too competitive to be of much use. Atleast how it is used these days. Not just that, if they move 100% on NOC based rounds, that path is already dead. And it looks like they are doing just that. Only salvation will then be french skills. Because there is going to be French rounds always.

Also, the immigration minister said that IRCC will review PGWP program based on labour shortage so maybe they are planning for something like category based PGWP? Doing this will indirectly deter study permit applications, don't know if they have the spine to do this.

Yeah, on IRCC Twitter, they explained a bit what they expect from PR numbers. Non Quebec French will go up from 6% to 8% total on 2026 so you can expect higher French draws in the following years. Regular draws will be for 500+ only at this rate.

Likely, they will only give long enough PGWP if you fit the shortage NOC. If you complete Cooking course from lambda college in yellow knife then tough luck. Work for six months in Timmy's as a sous chef and Bye Bye. Do a masters in nursing, may be you will get PR directly. Do a masters in Data Science from UoT, you will get a PGWP for 3-4 years or so so a path for PR will be possible.

If Alberta thinks its running too low on Timmy Sous Chefs they can PNP your posterior to PR.

The primary issue they flagged is fraudulent students - which is what 5-10% of all students max, maybe? They are still solving imaginary problems. Everyone is now out there fake chest humping on winning an imaginary war.

The primary issue (as per Canadians) was the volume of these students which made housing unaffordable and reduces number of jobs. Did he do anything about it? Nope!

You didn't hear him talk about why he thinks int'l students are extremely necessary? :D He said "they are cheap labour", "companies want us to have them work 40hrs/week". Do you think someone who views students with that lens ever gives a shit about Canada or the quality of students itself? There's no talk about supporting talented students to come and study in Canada at all.

There are fraud students and there are legally fraud students. The likes who want to do 3 months horse care course from some epsilon university in brampton where they are keeping a dog for practical on horse care. That kind. Those are a lot AFAIK. Legal fraud degrees with no use other than to become a PR.

Makes sense. I don't understand how Canada is planning to fill healthcare jobs with newcomers with the recent big healthcare draw because the licensing route is hellish and given the insane cost of living, what are they supposed to do until they get their license, burn their savings? This new immigration minister said that it not the IRCC's responsibility what people do after getting PR if their profession is a regulated one lol

Welll.... I guess some folks can get their degrees certified much easily. I believe an American or British Dr can find a path to practice much easily. But don't quote on that. Or may be its first law in application again.

Yeah, he said all that, Canada views international students as cash cows. People are leaving because of this, its all over the news and Canadians no longer wants immigrants.
