I need some advise.
I submitted my application in May of 2022 as an inland applicant being sponsored by my wife. We got married in 2021.
Since my second marriage (my Wife filed for a divorce irrespective of my appeals) my Children cut off communication with me. I have done my best to reconnect with them to no avail.

IRCC wrote me earlier asking that I include my last daughter in my application (who turned 22 years old, two months after I applied). I replied IRCC, stating that I can not reach her by any means. They wrote back specifically asking for her to submit Police report, show proof of medical examination, fill some forms with her signature.
The issue is she is not replying to my communications and I doubt if she will be willing to go through all the rigors IRCC is requesting, and I have a deadline of 1st of March 2023 (in 3 weeks time) to send her documents to IRCC.

What is the best way to respond to this situation such that my inability to reach my daughter doesn't jeopardize my application? How do I prove that I can not reach her to get her participation? Or how do I get past this obstacle?

This seems like something that would need legal advice, I'd suggest getting connected with a lawyer. Some offer free consultation without you having to pay anything upfront.

You have two options, as I see it:
1) Write to IRCC honestly and with wahtever documentation (eg copies of correspodence) you can that you have tried to contact her and she clearly does not wish to cooperate or contact, that you have no ability to get the docs requested without her cooperation, and that since she is now 22, she is an adult and that you understand you can never sponsor her in future anyway (which is a fact at this point regardless). Hoepfully IRCC will agree.

2) You could withdraw your app and reapply again, since your daughter is now 22 she can't be sponsored and there should be no issue.

Personally I'd go with 1) - seems to me the worst aspects of this are that it could take longer (not that it will, in fact possibly more likely will be quicker than re-applying(), and you'd likely have to pay most fees again.

Lesson from this is that you probably should have waited the two months more to apply, but that doesn't help you now.

I agree with @armoured with his assessment. IRCC doesn't always consider the fact about her age because they consider circumstances at the date of the submission... Same with me with the returned application because I accidentally included my son who is a citizen himself in IMM0008. They didn't tell me he doesn't qualify, they instead asked me for many forms and documents to evaluate him, which tells me they don't always think right.

This is a bit different because IF the girl wanted to be sponsored to Canada, she would be eligible, because they go by age as of the date of submission of the application. So IRCC is technically right.

That's why I say this wouldn't have happened if they'd applied after she turned 22.

That's why I say this wouldn't have happened if they'd applied after she turned 22.
Yeah, thinking that way, you are right as technically she is admissible as it was submitted before she is 22 years old.
