You have two options, as I see it:
1) Write to IRCC honestly and with wahtever documentation (eg copies of correspodence) you can that you have tried to contact her and she clearly does not wish to cooperate or contact, that you have no ability to get the docs requested without her cooperation, and that since she is now 22, she is an adult and that you understand you can never sponsor her in future anyway (which is a fact at this point regardless). Hoepfully IRCC will agree.
2) You could withdraw your app and reapply again, since your daughter is now 22 she can't be sponsored and there should be no issue.
Personally I'd go with 1) - seems to me the worst aspects of this are that it could take longer (not that it will, in fact possibly more likely will be quicker than re-applying(), and you'd likely have to pay most fees again.
Lesson from this is that you probably should have waited the two months more to apply, but that doesn't help you now.
