Here is the program he would apply to. It opens up on January 1 of each year and fills its quota within a few days. So he has time to get his paperwork in order. You need to meet requirements so set up business registration for payroll. You can read through the program in the link. Processing is about 3 years from when he applies in 2024.Hello all,
