The wording of the question is not great, but the instructions, as well as the presence of dropdown options for visitor visas, for question 13 suggest that they do care about tourist visas:

- Tell us which countries you have held status in, and exactly what status you held or currently hold (student, employment/worker, visitor, refugee/protected person, permanent resident or citizen).
(note that "visitor" was not listed in these instructions when I applied last year - I had saved a copy - so the fact that they have since added it strongly suggests that IRCC does want us to include visitor visas)
