Yours is a very good and rational approach.

Whenever you talk CS agents at CIC for clarifications, they specifically ask to follow INSTRUCTION GUIDE.

Though I am not against sending any documents as additional proof for your residency, there is no meaning in insisting everyone to send additional documents. If you feel it unnecessary and your case is very straight forward, you can skip this idea and just send only what they want. If you are going to get RQ, you will eventually get it even if you ship a file rack from your basement storage to Sydney attached to your application.

I will better advise people to get prepared ahead if they see any chance of triggering an RQ so that they can respond immediately and avoid further delay.

Sorry to say, you cut so bad..please don't wish RQ anyone just because they followed instructions! just instructions only.

That is not true, not even close. Only less than half gone for the test so far. Just check the tracker itself roughly 100/400 in total this year, 20/60 in March and 5/40 in April got the test date until now. That makes a max 30-40 percentage went or scheduled for exam by now.

Another bad cut...Please avoid being too judgmental and criticizing others based on guesses and assumptions.

If what you said is true, there would be no people getting RQ for the last two / three years because, as a requirement if not all but most applicants complied with additional documentations. Still statistics and witness reports show that people were terrorized by pre and post test RQ during that period.
For the record I didn't get RQ yet but I got FP request September 20th. Hope after checking my background they will schedule my test date. I know lots of people sent tons of document with their application still got RQ.

That was my point too...

Case specif flags raised apart, I believe most of the FP request are made out of a random/automated process for the purpose of quality control (later confirmed by a CIC insider too). Nothing to do with any matching records as said in the template letter....

Ignore what SinghLovCan and poushi24 are saying about work records. Everyone should submit NOAs, T4s and letter of employments if possible.

If you dont send those, then expect an RQ, like the one poushi24 will be getting soon. He/she submitted application back in April and still hanging in there. Most April applicants have already had their exam taken or scheduled.

The other guy probably has no work records or he has alot of gaps so he is trying to convince himself that they arent required so he feels better about it. He is getting an RQ too whether he submits those records or not. Most people would just send those without thinking twice, unless they have something to hide.
I know lots of April applicants are getting test invites and congrats to them and I am happy for them. Some of us like me have name which require extra scrutiny to make sure we are not terr...also when CIC process application they use profiling system that is why people like me require extra long time to process our application. This very unfortunate but we got to live with it. Cheers

I sent the biographical info photocopy only not the stamps.

We now know that there was a change to application form - reference to work records removed.

Are any other changes noticed to the application or doc checklist?

There is nothing like a profiling except unfortunately your name matches to some in "lists" out there; as I said earlier most of the FP request are made out of a random/automated process for the purpose of quality control.
Don't worry, it is less than a month/two three weeks maximum to clear up FP if nothing found in the records.

Not all fingerprint requests are random/automated. My understanding is background checks include name searches in various databases. If a name or other personal information matches that of someone known to law enforcement(i.e. criminal, etc), fingerprints would be needed to rule them out.

It's a similar process with the "no fly list". There are people who can not check-in for flights online because their name matches that of someone on the list. They must do it at the airport and sometimes are made to go through secondary checks.

That is what I said by this ...

except those; most/all of them are out of random/automated process per volume of applications.

Singh, now that you are in a better and safer Country and Congratulations! but this does not means that you look back and say lets send some troops to Middle East. Troops is not a solution to any problem. Maybe Education is a better word than troops. An eye for an eye makes the whole world blind. I understand that you have had tough times in Middle East, and maybe when you become a Canadian one day, you should go back and educate and explain situations there! take care out there.

I specifically spoke with CIC about this yesterday (15 October 2014). The agent there spoke with her supervisor and told me that as of May 2014 (including the latest version of the form CIT-0002) work documents are not required. You do not have to send NOAs/ paystubs/ T4s etc. She indicated that the instructions do not match the form and should be updated -- and that it was very confusing.

Agreed with SenoritaBella. I am one of the victim of name match. Every time I fly I had to go through this painful process even after I applied for citizenship I been asked to submit my fingerprints.
