According to the CIC, you are eligible for a work permit ONLY if the job you were looking to be hired on does not require an LMO (Labour Market Opinion)

P.S. Most jobs in Canada require an LMO. The CIC gave a list of specific categories where an LMO is not required which are the followings:

-Workers covered under international agreements
-Workers through an active pilot project
-Workers nominated by province for PR
-Entrepreneurs and intra-company transferees
-Participants in exchange programmes
-Co-op students
-Spouses of current student/skill worker in canada
-Academics and students
-Religious workers
-Others such as refugees

Hope that helps!

I am not from a visa-exempt country. Can I apply for my PGWP at port of entry?

Yes if you already hold a valid work or study permit and apply by flagpoling at the US/Canadian border

Thank you MasterGeek! Can you please direct me to the website where I can possibly find out more information about this (or should i call CIC for verification)? When I checked on the cic website, it says I need to be from a visa-exempt country in order to do so... But the CASB website says it is possible to apply a work permit that does not need lmo a POE.
