Work permit via port of Entry. URGENT

If somebody is on Tourist Visa in Canada. Can that person apply for work permit by going to Port of Entry, provide ofcourse that person has LMIA.

Canada website says, in order to obtain work permit at port of entry.
you should be eligible for an electronic travel authorization or to travel without a visitor visa

here, applicant allready has tourist visa.

Also it seems they don't accept with a visitor visa.

Are you from visa exempt country? What kind of WP are you applying for? Applicant is a visitor based on your post.
