I'm not sure I'm clear on what you're asking exactly, but in Canada women don't need their husband's permission to travel, so I don't think she would have a problem on the Canadian end.

I think the summary is, yes she can enter canada alone. Women in Canada travel alone all the time.
You need to check if exiting pakistan is OK though. (no idea)

She don't need any permission letter to travel alone. Incase she is travelling with children than yes she do need Authorization letter.
