Heres the situation:

My wife is currently living in North Dakota, and I am living in Saskatoon, SK, Canada. We decided that she would come to canada to live and we did the application, got it in, and we got an email back confirming that I am an eligible sponsor, and she got an email asking for her criminal record check from the United States Government. Problem is is that in her email, they said that she would need it in by April 20th or the application wouldn't go through, and we sent in the request for her record check about a week and a half ago, while the FBI website informed us that it would take 12 to 14 weeks to recieve it. We then sent a message to them with an image of the application we were sending to get her record check and a message telling them the problem, and we have yet to hear back.

Are we going to have to do this application again, and can she apply while she is living here? Our plan is for her to move to Canada in May, yet if we have to do the application again, it will take a bit of time for her to get her record check, thus she would be here with no visa or anything. Can we apply while she is "living" in Saskatoon in May?
 
no, it is doubtful you will have to do the application again. since you notified them of the issue (which is very common), you will most likely be given an extension. it's when you don't notify them of your efforts to get the document and let the due date pass that they will close the file. it can take 2 weeks or so to get a response from them, so not getting a response is not out of the norm.

it's worth noting, if your wife is a US citizen and can receive mail in the us, she can get the record through an FBI channeler. the IRCC website has information about the approved channelers. You can get the record in a week or less. i believe they will only send the report to a us address, so if she has family there she will want to use their address and have them forward it to her.
