Why would IRCC ask for RPRF fees before/during medical?

It would make better sense when the results are known? Seems like they run this as a business, they are trying to get all the money upfront. It also does not make sense paying it 2 months into the application and your visa is only approved in 12 months, I rather have the cash in my bank than theirs. We are already paying the processing fees of 475.00... Why would they ask for RPRF if there will be no decisions on the application anytime soon? My spouse was asked to pay it in the middle of her medical when there was no decision made on her medical yet, and still no decision yet after 16 days.

Most people pay the RPRF up front (i.e. with the rest of the fees) to avoid delays in processing later. IRCC requests it during processing (if not paid up front) since it's required to complete processing of the application (decision won't be made without the application being complete).

RPRF is refunded if the application is refused.

So, what you are saying when they probably ask for it, a decision will be made pretty soon? I guess they also would ask an applicant to pay after 5-6-7-8-9-10 months into the application? if a decision is near. I don't see why they would ask to pay early if they know the application will be going on for 12 months. Do all applicants asked to pay it after 2 months into the application? or some applicants are asked later into the process, like 8 months?

Did you receive a letter asking you to pay the fee? If so, what did the letter say?
I believe it is odd for it to be requested before the application is finalized.

I took a look at your timeline on your profile page and you are pretty far along for only having been in the process for 2 months. You're in CPC-Mississauga which does process applications much faster than other offices so I suppose it could be that your application is near completion. You'll have to wait and see I guess :)

yepp, did all of that already, emailed it and sent it in Mississauga through post. I also called them and they confirmed it was received, so now it's all about the medical, PA's medical was normal according to the physician but IRCC might come up with a surprise for additional tests, so we just need to be patient and let Canada celebrate its birthday on Monday;) It might be slow in the next week.

I have already submitted my medicals and status on my CIC account- you passed the medical.

My question is 'is it a general statement from CIC or asking me to give my medical again with all family member ?. Pls. help

The answer is exactly what it says in the section you bolded - the principal applicant's family members need to have medicals done even if they aren't coming with you. This is the CIC definition of "family":
"An applicant’s closest relatives, in the context of an application to IRCC. It is defined as a spouse or common-law partner, dependent children, and their dependent children."

I assume you have dependent children and/or your children have dependent children who are not coming with you. Each one of them must have medicals done and submitted to CIC, not just you. You do not need to resubmit your medical. Your dependent children and their dependent children just need medicals submitted before the deadline.

I hope you got this sorted already since this is a month later, but in case you haven't...

Just send in a webform and attach the receipt from when you first paid RPRF. Our lawyer has told us IRCC is pretty disorganized and it is sadly not abnormal for them to request things you've already submitted before because they misplaced it or somehow lost track of it. Hopefully that clears up their request.
