Hey Deep It may be possible for kids under 18 through means of PRTD but very difficult for adults to do this in a feasible way. You need a PR card for almost everything once you're trying to settle here to prove your status.

How long do you intend for them to stay in Canada? 6 months or less, go for visitor. More than that upto 2 years max, go for Super visa. Paperwork isn't very different. Super visa kinda is nice considering it is 2 years of stay in 1 go.
