Yes you will send your Initial Aplication to CIO, Nova Scotia. In your application on "visa office" field you will write the Local Visa Office name you wish to select.
Once you get a Approval from CIO you get an AOR and you will be directed to send you Full application with the Documents to the Local Visa Office, in your case Paris.

This is how it looks:
Initial Application with no supporting Documents to CIO, Sydney, NS -------->Once u get approval and AOR from CIO--------Send you docs to Paris..........> They issue AOR and a new file number............> Processing will be done in Paris.

hope this helps.

My god i just checked the Paris visa office website and it says it will take approximately 36 months to process the application of skilled workers HOW COME isn't it 6 to 12 months ??????

Skilled Worker applications received after February 26, 2008 (Federal)

Current processing times are not yet available for the Federal Skilled Worker applications received after February 26, 2008 as volume is not sufficient for an assessment.
