My application was received on Jan 21st and CC has not been charged up yet.
I thought i'm not in 5K cap but found the following news.

"According to officials, the annual limit for PGP sponsorship applications with new eligibility criteria was reached 33 days after it opened." [/b]

I think it meant that it took CIC agents 33 days due to limited manpower/resources to go through over huge pile of applications submitted in first couple of weeks. So it is likely that those that got their applications in the first 2 weeks were able to get added to the 5000 cap.

Based on the spreadsheet Toronto27 was keeping ( https://docs.google.com/spreadsheet/ccc?key=0AsFbx4lTCXEXdEZZSDBoei0zZEkxaG9CTnRMZElNM3c&usp=sharing ), it looks like another poster who had their app received on Jan 21 had their CC charged on the 29th.

That seems to be the last entry, so maybe it means the 5000th app was actually reached sometime during the day on Jan 21 (though it took them until just a few days ago to review/accept the last one).

I think that those that got their application in on the 3rd week got very lucky due to the initial high rejection rate. Come next year, when people realized the high rejection rates this year will be more complete and accurate in their application that the 5000 cap will likely be reached probably by the 2nd week at the latest, due to a much lower rejection rate.

For sure. Next January all the people that had their apps returned this year will be re-submitting, plus all those that will qualifying starting with their 2011 incomes. Due to the fact that people will have months to prepare the application and submit on day 1 as opposed to this year where the forms were just released before the program opened again... i'll predict the 5000 cap in January 2015 is filled within the first week, and quite possibly they will receive 5000 apps by the 2nd day the program is open.

It will be closer to people applying for limited IEC and working holiday visas, where the caps are filled within hours of opening.

What makes you assume that CIC won't come up with new versions of forms for next year? they have clearly stated that they will release further information closer to the re-opening in 2015. I won't be surprised they again decide to release new version of forms on 31st again.

I believe the reason for them doing that this year is to prevent the Immigration Lawyers pushing bulk !! I would suggest all the prospective applicants to write/contact CIC and request the latest forms /updates released at least a week before, so that everyone get a fair chance to get legitimate signatures couriered.

Considering some of the mistakes in the forms, I expect them to release new versions.

Yes you are right, if they do release new forms it will delay the time until 5000 cap is reached. How much time depends on if they release the forms months, weeks or days before the Jan 2015 program opens.

Either way, I still expect Jan 2015 cap to fill up a heck of a lot quicker than this one did.

I wouldn't be surprised if CIC updates the forms with new revision dates on it on Jan 1st or 2nd. There was a post of one person whose application got returned because the sponsor downloaded the form dec 30 or 31st because the forms were not the latest and greatest form as of Jan 2nd opening day.

Sure they do those wired thinks.. but I don't know how that affected just one person. He said he downloaded on the 31st evening.. I did download one in the morning from work and then another in the evening at home.. for me both of them have the right version. But I know for sure the old page and link was still active at that time. may be in the rush he got it from there.. still it is pretty unfortunate.

All these horror stories makes this a lottery than a process !!

Next year they may change the criteria for qualification . May be 10% more income required than what is required today. Anything can happen.

It is rather unfortunate that due to undue circumstances in how he retrieved the forms, resulted in getting a refusal. Now he will have to wait another year. At least he has learned an expensive lesson and will be more diligent in making sure his forms are latest and greatest.

I do hope that if there are any revisions to any of the forms, they release it a couple of weeks before Jan 2nd opening day. This will allow everyone a chance to complete the forms properly and get them signed ahead of time and ready for Jan 2nd submittal.

Be that as it may and it is true that it enables a rat race to the cheese (cap limit), it would have still be a rat race regardless cap or no cap. Everyone will want to get their application in before anyone else's other 10000 or 50000 applications get sent in.

I have a friend who applied in 2009 and her parents were asked for their passports. I think they might be working faster compared to the timelines posted on website of around 4 yrs for sponsorship approval, and 5 or so years for PR processing.

I haven't checked with my bank yet whether my bank draft was cashed or not but I am quite confident that my application was complete, so I am not too worried.
