when should they apply for visitor record

My friend is in Canada on a TRV and his passport expires in July 2023. To avoid exiting the country, planning to apply for a visitor record. And, also renew passport in Canada before it expires.

My questions are:
1) What do I apply for first? The new passport or the visitor record?
2) Will my current visit visa be considered active once I renew my passport?
