it makes sense to me, that they start off slow and then ramp up the draws/ITAs

they need to make sure their system/processes dont fall over because they've been swamped with applications.

It's a new system - it will change and it will improve

Nope I think he's full of it, however I do think he's a more reliable source than someone's employer's spouse who is working for the govt of Alberta

It is not possible for the government to issue more than 3000 LMIAs for this year : and number of anticipated candidate selection is 23000 (CEC alone). Unfortunately, the PNP number is always low and it is expected to continue for this year also with lower numbers (<7000, I guess). so, we have a better chance to get ITA (whomsoever with CRS score <450). It is possible before May 2015. Don't loose your hopes. 8) 8)

Determination — number of invitations

1. (1) For the purposes of paragraph 10.2(1)(b) of the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning on March 20, 2015 and ending on March 21, 2015 is 1620.

(2) Foreign nationals who, on March 20, 2015 at 23:59:53 UTC, have been assigned a total of 481 points or more under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence.

with NOC 7321 i think you need CLB 7 . i doubt if you meet minimum language criteria

CLB leve 5 is enough. The NOC covers in Skilled level 'B'
