What's up with employers not wanting to hire anyone through sponsorship

I have a relative in a similar situation, has been here 3 years on SP, finished highschool here then started college this fall and had to withdraw do to lack of academic performance. He has his Ontario SSGD and now the only option to stay here is getting a LMIA job. Has send out literally a couple of hundred resumes but no replies. Meanwhile companies that he has applied to, who have Lmia approved jobs available don't seem to be interested even though they state their qualifications are only a high school diploma.
Do you think it's because they are using a recruiting agency abroad who handles all the details for them to hire foreign workers. He doesn't really qualify for anything but a fast food restaurant or labourer job with only the high school diploma. I thought it would be easier and cheaper for the employer to hire somebody who is already in Canada, provide the job offer and have the person apply for the Closed WP themself?

A couple of anecdotes about people I know who managed to find employers willing to sponsor their LMIAs just came down to dumb luck and generosity on the employer's part. The catch is they both came in with some form of work permit to help with the "audition," so to speak. Their backgrounds and industries are on opposite ends: one had zero work experience before starting work in Canada on an SOWP, the other is an experienced and credentialed IT manager on a study permit.
So it's also entirely possible that those companies advertising the LMIA-approved jobs, as you guessed, already have their candidates in mind.

Sure there is some criminal activity going on (payment for employment) but there are also many people who have much more work experience or higher education/training than a high school degree, possibly older applicants who are often perceived as more responsible versus a 20 year old, lots of people already able to work in Canada looking for jobs, many jobs that are posted but there is no actual hiring going on, some employers preferring to hire certain ethnicities which is illegal but often happens, etc.
Can't disagree with anything you have said. Will be hoping to be in the right place at the right time for that elusive job offer to come along!!

Literally hundreds of resumes have been sent out, there has been a few replies from legitimate employers out there but none of them worked out for one reason or another. Primary one, I believe, is that with only having a high school education they are looking for people who could advance within their operations.
Came across pages on FB of people having LMIA jobs available, one site is targeting people from a certain country, probably lots of different pages for different countries out there. During discussions and interviews, phone or video with employers, 4 of them now have offered jobs in exchange for $8- 10K in cash or variations of cash. Had a real interesting conversation with the last one, a supposed agent for a few different employers.
The conversation went like this: Q. I thought employees weren't supposed to have to give money for a LMIA job? A. Come on, get real and stop wasting my time, there are no free LMIA jobs out there anymore.
So I guess if you don't have the $$ to give them, when you are applying from within Canada, that LMIA job will continue to be very elusive unless you come across an honest employer at the right time and place.

Sadly there is a lot of LMIA fraud primarily from the largest expat communities in Canada. Known issue that IRCC seems to refuse to deal with. Some job offers scream payment for LMIA but still sadly get approved. High school diploma without work history was always going to be a tough sell for employers to apply for a WP.
We realized the lack of work experience wasn't going to help going into the search but it's the last option to try in our case. The legit ones that showed in the job bank they had LMIA approval didn't ask for $$, probably wouldn't as that would leave a paper trail. But the ones on FB etc. are basically anonymous since they don't tell you the company you would work for until you pony up the $$. If a person did go that route who knows what work conditions would be like, since you should realize you are already working for an employer who will scam the system, how will you be treated by them once working?
Will keep plugging at it until IRCC comes back with the decision on the visitor record and take it from there.
You mention very important aspect on how you will be treated by them once working. Some of them are treated horribly...and ending up saying yes to almost everything.
Sadly it doesn’t even end at the work conditions. There have been stories about extortion even after you have received PR. Employer and consultant know that you have paid for the LMIA to get the WP and can threaten to report you for qualifying citizenship/PR under false pretences. They would report themselves as well but many fear that the person with the longer history in a Canada would get a minimal punishment, which sadly true, while if reported they risk losing PR/citizenship. If everyone stopped accepting this status quo it would stop but more and more people have allowed this to happen so now in some community it is accepted and is their main source of income. There are certain restaurants that are open just to provide LMIA job offers. Convenience stores and childcare is also an industry with huge LMIA issues.
