If the overall economic situation of Canada is taken into consideration, Alberta is certainly well placed compared to Ontario as far as the job growth is concerned

Some of the crops like barley, wheat and canola hold a very good chance of growing well this season which have managed to keep the farmers in an upbeat mood this season. These provinces share a very good export and import relationship with some of the most prospective nations of the world like India, China. Australian working holiday visa program gaining popularity with Britons and Canadians

Australia, 11th March: The Australian working holiday visas have been becoming increasingly popular among young Canadian and British students.
It has been found that more and more students from both these nations are using the concept of gap year for moving to Australia on a working holiday visa.

Latest figures from Australian immigration department show that there has been an increase of around 5 percent in the number of Australian working holiday visas issued between the year 2009 and 2010.

So, the concept of gap year, i.e., when the students miss out a place in the university or the time gap between post-secondary education and getting employment, is being considered as an excellent opportunity for overseas holiday and work opportunities by several youngsters.

No wonder, many universities are offering the option of deferring the studies for one year.

Official data from Higher Education Funding Council for England reveals that nearly 200,000 aspiring students in Britain are likely to face a gap year due to their inability to get a place in a university this year.

In the year 2010, there has been an increase of 15 percent in the number of Britons getting Australian working holiday visas taking the numbers to 40,182.

And the year 2011 is likely to witness an almost similar trend. More and more Britons are using Australian working holiday visas for improving their life skills as well as their employability by gaining overseas work experience.

While Britain happens to be the biggest source for Australian working holiday visas, Canada, too, is quick to grab this option.

Many young Canadians aged between 18 to 30 years having passion for adventure and work are loving the opportunity of studying, traveling and working for a period of up to one year in Australia.

A couple of recent studies have also cited numerous benefits of gap year for students. The findings of the studies revealed that those who took a gap year had clear aims, indulged in less wastage of money and the employment rate among such students was nearly eight percent higher than that of those who did not take any gap year.

Implementation of a New Mandatory Check in GCMS


Summary

Implementation of a mandatory check in the Global Case Management System (GCMS) database for citizenship applicants, effective immediately.

Issue

The purpose of this Operational Bulletin (OB) is to notify citizenship staff of a new mandatory check in GCMS and to provide instructions as to when during the application process this check is to occur. This OB forms part of the Citizenship Fraud Action Plan.

Background

As part of ongoing efforts to maintain program integrity, a mandatory Field Operations Support System (FOSS) check prior to referring citizenship grant applications to a judge for decision was implemented as of April 1, 2010. CP 6 Prohibitions was updated to include this new procedure.

As of November 10, 2010, approximately 4,000 GCMS and FOSS notes (Non-Computer Based Entry (NCB) 27 — Residency Obligation) have been entered for clients linked to a large scale fraud investigation or to a suspicious address. This exercise has reinforced the need for the entire GCMS record, including client and case notes, to be reviewed as part of a citizenship officer's analysis of the application.

GCMS as a tool in communicating adverse client information

With the deployment of GCMS to a growing number of offices in Canada and abroad, client and case notes will become the most effective method of communicating adverse client information across all lines of business. As per the GCMS User Guide, notes are freeflow text (explanations, rationales, observations, or comments) entered by users to record information which is not captured within specific fields elsewhere in GCMS.

Much like the NCBs in FOSS, notes entered in GCMS will serve as a point of reference for others who may encounter the client. As more offices move towards processing immigration applications through GCMS, information relevant to the processing of citizenship applications will be found throughout GCMS as well as FOSS.

Procedures

To further enhance our program integrity, a manual check of the GCMS record will become mandatory for all regions effective February 1, 2011. This check is to be performed when scheduling clients for a test and/or a hearing, when referring the file to a judge for decision, or when scheduling a client for a ceremony.

Currently, there may be some instances where the citizenship officer consults the electronic file for the first time after the judge has approved the application and the officer is ready to grant citizenship. A mandatory check of GCMS at the time of event scheduling and prior to sending the file to a judge for decision will ensure that applicants meet the requirements for citizenship and that citizenship judges are provided the most complete up-to-date information available to CIC in order to make their decision.

Since adverse information (whether it be concerning residence, criminality, or a client's permanent residence status) may be uncovered at any point throughout the citizenship application process, it is imperative that citizenship staff review the entire GCMS record any time work is done on a file. This electronic record forms an integral part of the client's file.

The notes in both GCMS and FOSS are meant to identify to officers that these are cases of concern. Where there is adverse information regarding addresses, officers must follow the directions in the instructions which were circulated on December 4, 2010, describing the role they play in investigating suspicious addresses. Where there is information regarding residence concerns, officers must treat the case as per Appendix A of CP 5. Where there is information regarding criminality or permanent residence status, officers must follow existing procedures as outlined in CP 5.

Manitoba Getting favorite immigration destination as unemployment rate is lowest in Canada.

Manitoba province is attracting immigrants by its healthy environment and low unemployments rates.

The Manitoba Provincial Nominee Program has proved to be helpful in gaining prospective immigrants for the country according to its market needs. Under this government has allotted around 4,600 federal certificates to attract people. This government programme has helped number of immigrants to settle, live and work peacefully in the province. To further support it they have developed various strategies that help newcomers to settle in communities comfortably. They have worked out various acts such as ‘The Worker Recruitment and Protection Act’, which helps employers to employ temporary foreign workers and shelter them from dishonest employers. The programme had worked for reducing processing time to just within six months of immigrants under it. Better living conditions are also considered a contributing factor for attracting immigrants.

As according to Jennifer Howard Manitoba, the home and Immigration Minister, said that, now the pressure is to make provincial nominee programme a success, in spite of Ottawa, wanting to curb down the number of immigrants. Despite, the early indication is that they would like us to stay at the same place as 2010 and do 5, 000," Howard said. "We've set a goal of 5,500. So now we're in an ongoing discussion about whether there's going to be some flexibility on that number going forward."

As according to the Statistics, 3 percent of immigrants have gained social assistance after arriving there, around 85 percent of the immigrants are still working after three months; approximately 89 percent of immigrants are having full time jobs and 95 percent are happy and not thinking of leaving it. It is Evident from above that Manitoba’s immigrants are experiencing the highest employment rates and lowest unemployment rates in Canada.

Canadian Dollar Takes a Slump Due To Quake Affected Japan

The natural calamity in the “Land of the Rising Sun” Japan has caused a slump in the rate of Canadian dollar.

A massive earthquake and tsunami rocked various places in the country of Japan and the Sendai province was one of the most affected areas. Following the impact of the devastation caused in Japan where more than 1000 casualties were reported, the status of the Canadian dollar in the world economy has undergone a slump.

Normally, the scenario in the employment market of Canada is quite good and plenty of jobs are created in the various industries. However, a sudden natural disaster which some say is the supermoon effect has brought the rates of the Loonie down. If a comparison between the United States and Canadian dollar is made, taking the last two weeks into consideration also, it has reached the lowest mark now. According to some of the financial experts, this fall is hugely related with the quake affected Japan as well as the recent political anarchy experienced in Saudi Arabia.

As per the current data which has been collected the Canadian dollar stands at 0.9791. This is the lowest mark it has reached since the last week of February. But if a probe into the economy of Canada is made during this period of time it will be seen that close to 15,100 jobs were created. The rate of unemployment did not change since February which stands at 7.5 percent. But according to the calculation of financial analysts, in the month of February 21,000 jobs should have been added. The prediction for the unemployment rate stood at 7.7 percent.

According to the financial experts, Banks of Canada should have patience up its sleeve before talking a call about the hike in interest rates. The first hike can be predicted in the month of September. According to index swaps overnight, the rate will stand at 99.12 percent following the earthquake which occurred in Japan.

As far as the current retail sales market of the country is concerned, a massive number of customers are not expected in the stores this month following the dip in the rate of the dollars. The general confidence level of the customers has also come down following the dip in the markets. As per the observation and recommendation of the financial experts, it is not a very favorable time to make an investment in the market.

CIC gets Employer Excellence Award for its internship program for newcomers

Canada, 14th March: Canada immigration department has been awarded for its efforts to help new immigrants integrate in the Canadian workforce

The awards were announced by RBC (Royal Bank of Canada) and the TRIEC (Toronto Region Immigrant Employment Council) for those who enable newcomers settle in Canada.

The fifth annual Immigrant Success awards by the TRIEC and the RBC chose one individual and three organizations for their efforts towards newcomers in Canada.

According to chief human resources officer of RBC, Zabeen Hirji, the efforts of the employers to tap the full potential of the workforce of Canada by innovation and fostering of new relationships will have a direct effect in increasing the global competitiveness of Canada.

Executive director of TRIEC, Elizabeth McIsaac, said that there has been a significant improvement in hiring and retention of newcomers in Canada over the last five years.

Awards aim to encourage organizations to help new immigrants—

She added that more and more Canada employers are accepting the fact that there are numerous benefits of employing a diverse and a connected workforce. And the aim of IS Awards is to encourage more and more organizations to come forward and help new immigrants settle in Canada, she added.

Nearly 130 skilled immigrants have been recruited in different fields including translation, science and communication, research, policy, project management, administration based on the respective skills possessed by the newcomers in Canada. Canada’s Federal Internship for Newcomers Program helps new immigrants gain valuable Canadian work experience.

Jason Kenney, Canada’s Citizenship, Immigration and Multiculturalism Minister, said that a lack of work experience in Canada often becomes a major obstacle in the way of new immigrants in Canada get suitable job.

The eligible immigrants in Canada are given an opportunity to work in government departments and get valuable work experience in Canada, Kenney added. Hence, the program is a big hit with new Canadians.

Eligibility condition of the Federal Internship Program---

Interns wanting to participate in the Canada Internship for Newcomers program must either be permanent residents of Canada or Canada citizens living in Canada for less than 10 years period along with a post-secondary degree.

Future Canadian immigration changes

Canada is expected to update its point based skilled immigration scheme.

There will be new English language requirements and higher points thresholds. Currently, there is no minimum score required under the International English Language Testing System (IELTS). This means that as long as you score at least 67 points overall, you will qualify. However, new rules that will go into effect shortly will create a minimum mandatory IELTS score.

The total points necessary to qualify under the federal skilled worker program are expected to increase as well, from anywhere between 16 and 20 points.

Older people will find it more difficult to gain points under the new Canadian immigration system. Up to age 35, applicants will score more points. Then the points score for age criteria will gradually be reduced up to age 50, after which no points will be awarded at all.

Canada also prioritizes applications based upon the skills needed by the Canadian labour market. When the new changes are enacted, it's expected that the occupations in demand list will also be updated.
