what is the meaning of receiving PRE ARRIVAL SERVICES E-MAIL?

hi i received that email (PRE-ARRIVAL SERVICES) after a month my medical what could be the reason? Is this a good new? i am still waiting for my ppr and we applied my application on May 2018... thanks. ImI from the Philippines is it normal to wait this long after my medical last july until now...? thanks for the answer

medical passed on november 2019
background check started Jan. 2020 and completed September 3rd 2020
Letter of pre-arrival September 4th, 2020....

Good news? when i will receive the PPR?
