Hello...I'd like to ask if pre arrival services is a mandatory?..i received a pre arrival letter 3 times last december 2016.until now i don't have a passport request from the embassy..but i was registered to attend a pre arrival seminar on feb 15.is this the reason why they don't send me a passport request ?..is this really a mandatory?because if it not im not going to waste my money going there and take a plane and a hotel just for this 2days seminar..my paper is already 1yr on process.but nothing happens yet.
 
Unfortunately I am pretty sure you can't leave the country without it, so you will need to attend.

I have an update: Earlier this week i got a Passport request email after getting a few of those pre arrival emails. So hopefully it will happen to everyone here too soon!!!

Again, not totally sure, but my understanding is you need to bring your stamped passport to the seminar, so I think you need to wait for the PPR. You can also try asking on the Manila thread.
