No way to give a meaningful average, not enough information.

Main difference will be whether you are in compliance with the residency obligation or not. If so - probably not long. If not - longer.

I applied for pr renew under humanitarian grounds and was asked for interview with time frame 180 days
Now because I am outside canada, I applied for prtd
I want to ask if both applications are linked

Ouch. Unless you have a particularly strong case for H&C relief, there is a very significant risk you could lose PR status.

If you have a strong interest in keeping your PR status and you have the financial resources, you might want to obtain the assistance of a Canadian lawyer.

Leaving Canada while in breach of the RO, which means you meet the statutory definition of inadmissible, is in itself risky. Doing so, leaving while you have a PR card application in process, increases the risk.

Average processing times mean near nothing for PRs relying on H&C relief.

Not sure what you meant when asking if the applications are "linked," but obviously they are linked in at least the sense that both involve YOU, your PR status, your failure to comply with the RO, and most of the information that is relevant in processing in the respective applications is the same. And of course the visa office will almost certainly access and review what is in the file in regards to the PR card application.

There are some differences. Now that you are outside Canada without a valid PR card, there is a presumption that you do not have PR status. Additionally, the PR TD application will be based on your situation, including the calculation of days, as of the date the PR TD application is made. So, even if IRCC had approved the PR card application based on H&C considerations, the visa office can reach a different outcome. In this the fact you are outside Canada, not in Canada, can have a significant influence.

A lot depends on the strength of the H&C case AND can depend on the reasons why you have left and are now outside Canada.
