Is this paid at time of submitting application? I think I must have paid it at time when the application was sent to NS.

I have seen in some blog that some people pay it during medicals?? Can anyone explain what is this RPRF in detail?

RPRF is Right of Permanent Residence Fee. You paid the processing fee when you initially filed your application to Nova Scotia. RPRF is paid either with 2nd stage document submission to your local visa office, or when they ask you for medical examination.
