As I was explained by the call center agent when I called about my PR card, a few months ago, he told me that "processing" of the card actually includes some file checking and what not (didn't specify what), then picture scanning (at this point they decide if the pictures are of a satisfying quality), and then printing. Plus add 1-2 weeks for mailing, because they use the slowest possible mail.
I know how you feel, though :'(
If the pictures are unsatisfactory - how do they let you know?
