Before you do that, make sure that the picture specification letter you got had the updated specs or the old specs.
I landed on January 19th, and the letter we got was a the updated version. It had the new specs on it.

We used those specs to get the pictures.

It was by paper mail to our Canada address, including a returning envelope so that we can mail the photos and the request paper to the following address:

Yes, the specification sent to me mentioned a new size, 50mm * 70mm, which is different from what we've sent (35mm * 45mm) with our applications package.

So I need to resend 2 50mm * 70mm photos.

I landed October 8, and today we got the letter asking us to follow the specifications.
We landed October 8, has anyone landed before January and *still* get asked to re-do pictures?

I called up the center, and the first agent I got was a complete moron, so I called back.

The second agent explained that their plan was to use the old pictures and the new pictures during a transition period, but the machine they use to make the cards had a mechanical issue and is no longer operational.
This is the reason why everyone who submitted between October and January under guidelines that were correct at the time still have to redo their cards.

How did I manage to land two calls within 15 minutes? Easy, always hit 1 for service in French.
 
So am I correct in assuming that if you sent the old PR photo specs - sent application on Jan 19th, we must wait until they actually request the 'new' photos, since they will not have even opened our application yet and would have no way of connecting the new pics to the application. For PR Renewals so we may wait 6 months to hear anything, and then another couple of months due to the new photo requirement!

My application is Dec 2014. Is that why I need to resubmit photos? I resubmitted photos 3 weeks ago....

Got pictures re-done at Costco. They said they are getting swaths of people who submitted their photos in the fall and due to CIC's complete ineptitude need to re-do pictures.
The pleasant photo-lab specialist gave us our new pictures for free, as a token of sympathy.
 
Any who Landed in January received their PR card recently ?

Yours will be fine. Since this changed on January 4th, anyone that landed after that should be fine.

My wife and I submitted our application in late August 2015 and I presume this was still using the old picture format (I don't recall what the specs were)...

Last week (Feb 28) our ECAS changed to DM with no requests for new pictures. We are still awaiting COPR in the mail, but now I am curious if they have the incorrect picture size, even though it wasn't flagged in the system? Will this cause a delay?

We are talking about the picture you submit when you land, for your physical PR card.

Presumably they're for nothing, most likely identification purposes.
