Visitor Visa to Student Visa

Hi everyone
One of my firends is here as a visitor. She wants to change the status to Student Visa.
I am wondering that it is possible to do so or not?
She is now in Quebec

Her application cannot be processed by a visa office in Canada. It either has to be processed by a visa office in the US or the visa office responsible for her home country. Typically it's more difficult to get a study permit approved when you're already physically in Canada since it's more difficult to demonstrate ties to your home country. However she can certainly try.
