same case. My passport was received by ircc Feb 21st. Eligibility completed just a few moments ago

hi, my - 'Final decision' - says 'March 06, 2025 your application was approved'. So if application was approved (For TRV) on 6th March , why is it that eligibility and background check is still being reviewed ? Is this normal ?
My passport was received by IRCC via VFS on 25th Feb. No updates after that. It's a work permit TRV stamping.
Two Passports were received at IRCC DELHI on Feb 19. Visa type: TRV for Parents
First passport:
Counterfoil update: Mar 13
Dispatch message: Mar 17
Second passport:
Counterfoil update: Mar 17
Dispatch message: waiting

How do you know counterfoil update? Today my application showed Eligibility completed, is that same as counterfoil update?
Yes. It is same. If you have GC key account, you get counterfoil update there. You see eligibility completed in IRCC portal.
