Trust everyone is having a wonderful holiday season!

I am seeking all your help on behalf of a friend in a difficult situation.

He and his family (wife and son) came to Canada as landed immigrants in 2016 but had to go back to home country after few months due to a family situation with the intention to come back soon. But his wife got pregnant in 2017 and had the baby over there.

Then few months back, they applied for a visitor visa for the infant to travel with them to settle down permanently in Canada. But it was refused and was advised for one parent to apply for her PR from Canada under family sponsorship. As advised, he came to Canada, gained full time employment and after one month submitted the PR application for the infant.

But this family separation is causing a lot of anxiety, especially for the kids. So, he wants to re-apply for a visitor visa with the undertaking that if the PR decision is not given during validity of visitor visa, the infant will be taken back. But someone had told him that applying for a Temporary Resident Permit (TRP) is more relevant in this situation. I would be grateful for some learned opinions on this.
 
They should apply for a TRP for the child since the TRV has already been refused. If the TRP is refused as well, the child will have to remain in the home country until PR is approved.
