Was you submitted your biometrics in past? Because in my case VFS closed so I can't give my biometrics

Assume that there is a good chance that they will only open once covid numbers are more under control in India. You also can’t get your passport stamped although people may be eventually directed to send their passport to another country.

I don't know about other options but VFS will be closed until the month of October, Which has been know from Twitter

Spouses were rarely granted TRVs before covid because they were not temporary visitors. It is very hard and expensive to deport people so Canada wants to ensure couples are in a real relationship before allowing the spouse to enter Canada. Unfortunately immigration fraud exists so there are steps to examine a relationship, like interviews, before a spouse can come to Canada. When marrying someone who does not have status in Canada there is a process. Canada tries to be upfront with PRs and citizens so they are aware that it will likely be at least a year to sponsor a spouse.
