Hi guys, one of my friends who is Canadian citizen got engaged few months back. His fiancé is in India and has permanent job in IT field in India. They are getting married in July this year. Can he apply for tourist visa for his fiancé mentioning in application that that she will visit for couple of weeks and then they will apply for spousal PR later after marriage. Please advice thanks.

She applies, he can invite, no guarantee it will be approved; it probably would not be a good idea to specifically note plans to do spousal PR.
For it to be approved, best to show she has job, funds, and high likelihood of returning to India after the visit.
Thanks. While applying tourist visa is it better to mention fiancé/girl fiend as they are not married right now and say visit or should she apply tourist visa on her own without mentioning any ties to canada and not mention fiancé/girl friend ? Please advice.
You should check the visitor visa section as well. I don't know. Problem is, no ties to Canada also means no reason to visit.
At any rate I think that less iportant than showing ties to home country.
Apply as strictly for TOURISM. Do not mention fiance or allude to any ties to Canada.
Show all the ties to home country, travel history, proof of funds. It is visa officer general policy to deny any trv applicant who shows intent to remain in Canada.
There is no "fiance" visa in Canada anymore. Sure some applicant get lucky by being honest about fiance in Canada and get approved, but those are very few and far between. Shame IRCC is forcing applicants to be untruethful about their true intentions.
Why not just open the FIANCE stream like we used to have and USA has....

Ukrainian refugees are refugees! but they not suppose to say the word "we are refugee" in their application because the visa is not a refugee status.
Fiance' are not suppose to say "we want to get married and stay in Canada"....

US can deport people very easily and doesn't provide things like legal aid. In Cabada it is extremely long and expensive process to try and deport someone so Canada makes it more difficult to enter the country until people/relationships have been screened. In the US if there is a relationship breakdown or a marriage of convenience it is easy to deport someone, take away their green card, etc.
Different laws and immigration systems. US immigration can pick someone up and send them on a plane back to their home country the sqme day if they want to and hqve repatriation flights on a very regular basis. Most don't have access to free legal representation or numerous chances to appeal their removal like in Canada.
