Hello

I would request the following information.

1. Should one apply for a visitor Visa prior to PR application or later ?

2. If one applies for visitor Visa before PR application , Would visitor Visa denial affect Express entry application for getting permanent residence?

3. If the PR application is denied, how are the chances of getting a visitor Visa?

The PR applicant has a sibling in Canada (canadian citizen) and the applicant's parents also have permanent residence status in Canada.

1. If your purpose of visit isn't clear, and the officer thinks you will not leave Canada (you aren't a visitor), your TRV will be denied. If you have already applied for PR and you aren't showing strong ties to your home country, you can expect a denial.
2. No. The two are not connected. The criteria are independent.
3. The two are not connected. Many people are ineligible for PR but can easily get a visitor visa.
