Yes, if you are legally in the Republic of China you may apply for a TRV to Canada.

Yes, anybody can apply for a visit visa to Canada , but the question is, do the applicants have enough proof of ties that would warrant them to leave Canada once their approved visits are over? There had been posters who said they had applied several times for visit visa to Canada and had been denied several times too, but they were able to obtain visit visa to the US.
