GCMS notes take about 3 months right now. You should have showed all their additional savings since they are retired and don’t have pensions. $60k in FD to last them for the rest of their lives is not a lot.
Chinook is a computer program that IRCC uses to “weed” out weak profiles.

I got the GCM notes for their applications. The reasons provided for rejection are almost the same as in the application itself.

I have considered the following factors in my decision.
Taking the applicant's purpose of visit into account, the documentation provided in support of the applicant's financial situation does not demonstrate that the applicant is sufficiently established that the proposed visit would be a reasonable expense. The proof of funds provided contains large unexplained deposits.
As mentioned earlier, we have provided a cover letter explaining that my in-laws were coming for her daughter's graduation. We also provided the documentation necessary to establish that she is graduating including the dates from the university itself.
We also created a budget sheet and highlighted the costs that would be borne by her parents and proved that the deposits they have in the bank were enough to support them during the stay.
We also listed out the numbers of the deposits and accounts that they were in, and explained that these were fixed deposits belonging to her parents. I don't understand why they have mentioned unexplained deposits.
For the ties to India, we have included the property document that is in my mother-in-law's name.
