My Visit Visa got refused due to these reasons
I am not satisfied that you will leave Canada at the end of your stay as required by
paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/
section-179.html). I am refusing your application because you have not established that you will
leave Canada, based on the following factors:
• You have significant family ties in Canada.
• You do not have significant family ties outside Canada.
• The purpose of your visit to Canada is not consistent with a temporary stay given the
details you have provided in your application.

I visit Canada to visit my fiancee for a civil marriage. My brother was permenent resident there. So how can justify the rejection reason You have significant family ties in Canada. Please help me.

So what were your ties to return? If coming to Canada to get married and you told IRCC this then they know you are not leaving.
 
When coming to family ties I have mother in home country and professionally I am holding a power of attorney of business and working as freelance photographer.

Mother is not a tie. You are not a dependant. If a photographer, include business registration, taxes paid and contracts to return to complete work. You need to show that with your job you have legitimate contracts/payments/receipts to return. Did you have a letter of invitation?

Ply’s if you’re a freelance photographer, you could always just shift your freelance work to Canada . Basically self employed
