Visit visa refused twice for my in-laws

Is 10k really not enough? I mean lets say we include airfare (around 3k for india, insurance not needed for TRV but even if we include, its max 1k for both, based on my own parents quotes for a month). Still, there's a lot left for 3 weeks and even to use after going back. Also OP has 50k in FD to use after going back. And people don't usually keep tens of thousands in liquid. Feels like IRCC is just random.
It does feel random to me as well. 60K CAD is quite a lot. Sometimes the reason for refusal may be quite generic. My speculation is if OP orders GCMS notes he will probably see a mention of Chinook somewhere. This seems like one of those cases where an application is rejected based on how it was sorted by Chinook.

1. They have properties here in their home country and have attached the property deed of one of the properties to the application. Their second daughter is older than 22 and does not live with them.

2. Yes, it's their funds. All of the accounts shown are under their names. Bank statements provided for 6 months.

3. They'll miss their daughter's graduation if we wait for 6 months.



With respect to this point, if we book the flight tickets, travel insurance and show the itinerary, does that give us a higher chance of approval?
$10K is in cash in the accounts and the deposits can be broken in case more is needed.
What is a decent amount of cash in accounts that is expected for 3 weeks?

Is it possible that the applications have been rejected because they don't have a steady income? My in-laws are retired.
Do not buy tickets. IRCC says not to do so until approved. You can show the costs of tickets and the flight plan. You can show the insurance with the cost.

Your parents really need GCMS notes before applying again. They have two quick refusals and applying ASAP without addressing reasons will not change outcome. 1. Their daughter is not a tie. 2. Funds may be sufficient but if they retired then how can they address steady income. Do they have pensions that can only be accessed if in country? Do they have rental incomes? If the $10k and $60k in FD is their total retirement income, then what income are they living on for expenses?

We attached the budget of the tickets and stay to the funds document while submitting the application. We put in generous estimates in the budget of 4K for the tickets and 8K for the stay.

No, they don't have pensions or rental incomes. They have additional savings but we didn't add it to the document because we felt that the amount shown was enough.
GCMS notes take about 3 months right now. You should have showed all their additional savings since they are retired and don’t have pensions. $60k in FD to last them for the rest of their lives is not a lot.

Chinook is a computer program that IRCC uses to “weed” out weak profiles.

Ok. We hadn't considered that we would have to provide information about their savings for the rest of their lives. We're applying for visit visas for a temporary stay of 3 weeks so it seemed like overkill that we needed to provide proofs of financial savings extending far beyond the timeline of the visit.

It would have been helpful to get this sort of information from the immigration site before we applied.

i applied for tourist visa canada 6th of december and did the biometric 11 ,2022
im still waiting for response ,the issue is that the date i mentioned in my visa request for hotel and travel ticket that has expired
could this cause me a reject of application ?

No. IRCC doesn’t care when you holidays are planned.

Are there any reasons they must return to India? For example needing to be in India to receive your pension, having a large family wedding this summer, are their parents still alive, etc. these are the types of things that will strengthen the application.

We have added details about property that they own in India and that's their home. They don't have pensions. They do have their second daughter there but she isn't considered a tie. So we're just wondering what else we can show as a tie back to India when we attempt the tourist visa again.

I got the GCM notes for their applications. The reasons provided for rejection are almost the same as in the application itself.

Notes by General department:
I have considered the following factors in my decision.

Taking the applicant's purpose of visit into account, the documentation provided in support of the applicant's financial situation does not demonstrate that the applicant is sufficiently established that the proposed visit would be a reasonable expense. The proof of funds provided contains large unexplained deposits.
As mentioned earlier, we have provided a cover letter explaining that my in-laws were coming for her daughter's graduation. We also provided the documentation necessary to establish that she is graduating including the dates from the university itself.

We also created a budget sheet and highlighted the costs that would be borne by her parents and proved that the deposits they have in the bank were enough to support them during the stay.

We also listed out the numbers of the deposits and accounts that they were in, and explained that these were fixed deposits belonging to her parents. I don't understand why they have mentioned unexplained deposits.
For the ties to India, we have included the property document that is in my mother-in-law's name.
